Het programma voor het gebouw omvat voorzieningen voor daklozen om voor korte tijd de straat te ontvluchten. Alleen de slaapplekken zijn individueel; alle overige functies worden gedeeld. De gebruikers, getypeerd door Lou Reed:

Het gebouw is gesitueerd in Washington Street, Manhatten, op de in ongebruik geraakte Amtrac railroad. Het gebouw staat slank als trein hoog boven de straat alsof het ieder moment weer in beweging kan komen.

The program of the building includes facilities for the homeless for a short stay. Only the sleeping places are individual, all other functions are shared. The users, typified by Lou Reed:

The building is located in Washington Street, Manhattan, on the former Amtrac railroad. The building is slim as a train, high above the street, as if it can depart every moment.
